Home Care Community Keeping Tabs on Immigration Crackdown

As protests over immigration policy continue to reverberate throughout the United States, the home care community is keeping a careful watch on developments.

An article published by McKnight’s Home Care shined a spotlight on this important topic, citing a Kaiser Family Foundation report published in April 2025 that notes that immigrants make up about 24% of workers in residential care and 32% in home care.

The crackdown also affects the clients that home care agencies serve as they face the risk of not only being scrutinized themselves but of losing a caregiver.

“Restrictions on immigration and mass deportations could lead to reductions in immigrants available to fill these roles, which would exacerbate workforce shortages, making it harder for people to find caregivers for themselves and their loved ones,” the KFF report states.

The authors of the report, Priya Chidambaram and Drishti Pillai, observe that research finds that communities with a large number of immigrants have more adults who can age in place. Other research indicates that the home care community is struggling to find enough employees to meet the demand for home care.

The McKnight’s Home Care article highlights how immigration crackdowns could worsen staffing shortages in home care.

The home care community at large is mindful of the potential impact, with the Home Care Association of America having proposed a six-point policy agenda, including immigration reform, national quality standards, and sustainable financing. The Massachusetts Nurses Association warns that Medicaid cuts and stricter immigration enforcement could further limit access to care. 

Overall, the article highlights the critical link between immigration policy and the stability of the home care workforce.
